CAHP's Housing Opportunity team works to expand the availability of affordable homes through significant real estate development and improve the quality of housing stock by delivering home rehabilitation and educational programming. As an essential team member, you will be integral in the administration and coordination of homeowner-occupied rehabilitation projects and support the acquisition and development of affordable housing. Finally, you will work collaboratively to assess prospective opportunities that scale equitable housing options and supportive programs for our neighbors throughout mid-Michigan.


  • Manage construction projects including single-family new construction, home rehabilitation, and owner-occupied home rehabilitation.

  • Manage and monitor contract changes, write specifications, scope of work, and obtain approvals as necessary from all required participants.

  • Manage timeline of all projects such that completion is achieved in a timely manner.

  • Manage development project bidding process, construction sites and general contractor supervision for both new construction and rehab projects.

  • Maintain/Modify General Requirements for Construction and Program Procedures as needed to clearly outline, and document program materials.

  • Assist program staff in acquisition of real property for development projects.

  • Assist program staff in recruiting, training, and maintaining contractors to work on development projects.

  • Fulfill project/grant requirements including billing and/or reporting on program funding as assigned.

  • Assist program staff in the marketing, promoting, tracking and maintaining grant/funding application programs as assigned.

  • Other duties as assigned.


  • Two years of experience as a building contractor with remodeling or rehabilitation and project management job duties; OR Two years of experience performing building inspection work for conformance to the uniform building codes, and which includes experience preparing cost estimates and bid specifications: OR Two years of experience performing comparable work in a Housing Rehabilitation Program.

  • Residential Builders License preferred, but not required.

  • Knowledge in federal, state and local building codes, ordinances and administrative orders applicable to building and construction trades.

  • Understanding of federal, state and local housing rehabilitation funding programs and guidelines including, but not limited to, CDBG and HOME dollars.

  • Knowledge of environmental hazards relating to development projects including lead-based paint and asbestos abatement. 

  • Understanding of Section 3 and BABA requirements.

  • Prepare clear and concise reports and keep accurate records.

  • Deal tactfully and effectively with homeowners, contractors, and others contacted in the course of work.

  • Advise contractors and property owners on rehabilitation construction requirements with tact and firmness.

  • Input, access and analyze data using a computer.

  • Detail oriented and comfortable working in a fast-paced, ever-changing environment.

  • Ability to analyze and revise practices to improve efficiency.

  • Self-motivated and effective in a team setting and individually.

  • Prepare rehabilitation plans/specifications, labor/material cost estimates, required bid documents, and program files.

  • Complete inspections and detect deviations from approved plans and specifications.

  • Excellent analysis and problem-solving skills.

  • Initiative and demonstrated sense of urgency.

  • Excellent relationship-building skills and a customer service orientation that leads to sustainable and mutually beneficial external partnerships.

  • Ability to analyze and revise practices to improve efficiency.

  • Strong written and verbal communication skills to communicate effectively with staff, volunteers, stakeholders, consumers, community partners and the public in an empathetic, inclusive, and supportive manner.

  • Ability to work non-standard work schedule (evenings and weekends) as needed.

  • Professional appearance and courteous manner.

  • Self-motivated and effective in a team setting and individually.

  • Proficiency in Office 365, and general office technology including printers, copiers, scanners, and computers.

  • Demonstrated belief in CAHP’s mission.


Reports to the Director of Housing Development.


  • Ability to use office equipment and work sitting in front of a computer for extended periods of time.

  • Reliable transportation for travel within the mid-Michigan footprint. Use of a personal motor vehicle for transportation requires proof of insurance and the driver must have a valid Driver's license. Must have or be able to obtain Chauffeur’s License, including passing a DOT physical.

  • Walk moderate distances over rough terrain, climb ladders, inspect crawl spaces, attics, cellars, and work in confined/cramped body positions – including surfaces that may be slippery.

  • Work in high concentration of dust and sawdust in remodeling sites and newly insulated buildings.

  • Occasional moderate lifting of supplies and materials.

  • Requires evening and weekend work on occasion.

  • Successful completion of a criminal background check.

  • All hybrid work environments must include a remote environment with dedicated office space and high- speed internet.

CAHP offers a competitive total rewards package including a competitive salary, medical/dental/vision coverage with an employer contribution of 100% towards single coverage and 0% towards dependent coverage effective with the date of hire. In addition, CAHP provides an up-to 3% employer match into the 401(k) retirement plan each year, and annual incentive-based bonuses. Team members receive 18 days Paid Time Off, and 13 Paid Holidays (averaging 22 days off each year). Paid time off is prorated for the first year. Hybrid work arrangements are available for this position.
