Bio
Thomas L. Lapka is a partner in the law firm of MALLORY, LAPKA, SCOTT & SELIN, PLLC.
Tom's primary area of practice is affordable housing development and finance, corporate law, real estate development, land use and zoning law. He has significant experience as Developer’s counsel and special counsel in financing affordable and low-income housing projects through low income housing tax credits, historical tax credits, tax-exempt and taxable bonds, governmental bonds, HUD programs, MSHDA, HOME Funding (including City of Detroit), USDA projects, State and Local housing programs.
Thomas is a member of the Ingham County Bar Association (Board of Directors 1993-1995; Member: Real Property Law Section); State Bar of Michigan (Delegate to Representative Assembly for 30th Judicial Circuit 1994 - 1998; Member of the Real Property Law Section and Business Law Section); Michigan Housing Council; President of Central Michigan University National Alumni Association (2000 – 2012); Art of Leadership, Inc. (Lansing Region Board Member); and Mediator for the commercial law panel for Ingham County Circuit Court.
